If you opened a chr file from an RPG like final fantasy, you'd understand what I mean, it would look like static. If mario.chr was actually compressed, you wouldn't be able to make out the individual 8x8 chunks and tell what sprites they were. 00 addresses the top left 8x8 block, FF addresses the botton right 8x8 block, and there's the same amount of addresses for the next page of tiles. On the NES, every sprite / tile is broken down into 8x8 (or optionally 8x16) chunks. This is every sprite in the game, and if I scrolled down you would see every tile in in the game. Here is a screenshot of YY-CHR with mario.chr open. We can open and edit mario.chr with a tool called YY-CHR.

Most NES hobbyists have a copy of this because it's used in the Nerdy Nights tutorial.

I happen to have mario.chr, the actual graphics file used to compile the NES image, hanging out on my PC. As someone with the tiniest bit of experience I'll try to answer a bit more. There's no NES cart that only holds 8KB (NROM-128 is the smallest cart size, 16KB PRG ROM and 8KB CHR ROM). The author clearly doesn't know much about the NES, so many of his statements are misleading or wrong. Also, SMB isn't even 31kb, it's NROM-256, 32KB of program ROM and 8KB of character ROM. The NROM mapper is never mentioned, and he goes into a whole section on image compression, but SMB didn't actually compress any of it's sprites or tiles. This article doesn't really answer the question posed by the title.
